The Austrian Empire was an empire containing many different ethnic groups. The Hungarians were not happy with the Austrian government because they wanted the right to rule themselves. While Austria had recently created a legislature, it was ruled by German-speaking Austrians. Revolts broke out against the government and were crushed. When Austria lost its war with Prussia, the Hungarians pressured the government for a compromise. A moderate Hungarian leader named Ferenc Deak helped to form a solution, resulting in the dual monarchy of Austria-Hungary being formed. Both parts of the monarchy had their own parliament and constitution, but were both ruled by Francis Joseph, who ruled as emperor of Austria and king of Hungary. They also shared ministries of finance, defense, and foreign affairs.
