The Congress was made of European leaders looking for peace in Europe and most decisions regarding treaties and boarders were made by the five great powers being Russia, Prussia, Austria, Great Britain, and France. After debating for many years on the topic of balance in Europe, The Congress concluded on June 9, 1815.
