Henry Clay made this compromise in response to threats of secession of the South becoming more and more frequent. The Compromise of 1850 was meant to please both the North and South. To please the North, it allowed California to enter the US as a free state. To please the South, it promised a new and more effective fugitive slave law. To please both sides, it determined that popular sovereignty, the right to vote if a state would allow slaves or not, would be used to decide whether New Mexico and Utah would be free or slave states. This compromise influenced the creation of the Underground Railroad, which helped many slaves escape to freedom, in response to the Fugitive Slave Act. In addition, the concept of popular sovereignty was used again to determine the fates of other territories, which resulted in Bleeding Kansas and even more division between the North and South.
