Texas is part of Mexico, not the United States.
Mexico declared its independence in 1820 from Spain. Texas will be part of Mexico and part of the newly independent Texas country.
In the 19th century, Texas is not stable. Political instability. Economical instability.
Texas will decide that it wants to fight its own war of independence in the 1830s against Mexico.
The treaty of Velasco is negotiated with Santa Ana as the representative of Mexico to end the war of Texas independence. But, Santa Ana did not have political power. The border is at the Rio Grande. Santa Ana gave us to the Rio Grande but Mexico gave us Nuieces River. The United States wanted more land though.
How do we pick where one country ends and another country begins?
This will set up an internal culture battle that still has some tremors today.
