Treaty that prohibited all nuclear test detonations above ground.

The Cold War Concept that this event matches to is detente. This is because of the halting of aboveground nuclear tests at least somewhat softened the nuclear tensions between the East and West powers as a visible "nuclear race" wasn't as present anymore.
