On August 30, 1861, Major General John C. Frémont - Lincoln's overall commander in the west - issues his Proclamation of Emancipation, declaring martial law in Missouri and freeing the slaves of Missouri Confederates. Lincoln read about it in the newspapers, and was very upset, "generals did not make policyl the threat of emancipation would unnecessarily alienate the border states" (Ward, Burn & Burns, 1990, p. 66).
Frémont disturbed Lincoln's strategy, which was to keep peace in the border states so they would stay in the Union.

"He still believed there were significant numbers of slave-holding Southern Unionists, who might yet be convinced to side with the North; at the same time, sympathizers with slavery in Union states needed reassurance to stay. Frémont’s declaration would, he wrote, “alarm our Southern Union friends, and then turn them against us—perhaps ruin our rather fair prospect for Kentucky.” (Fellman, 2011).

On September 11, he revoked the Proclamation.
Lincoln also replaced Frémont with Major General Henry "Old Brains" Halleck.
