part of mvmt to reform Indian policy; Reflected forced-civilization views; Dissolved tribes as legal entities, wiped out tribal ownership of land, set up individual Indian family heads w/ 160 free acres; If natives act like “good white settlers” → get full title to land & citizenship in 25 years; Probationary period later extended; Full citizenship granted to all natives (1924); Former reservation land not given to Natives under Dawes Act to be sold by RR & whites;
Proceeds used by fed gov’t to educate & “civilize” natives
