The Brown decision determined that segregation on the basis of demographic qualities was unconstitutional because of the psychological damage it caused to the individuals being separated from the rest of the group as “other” (Smith, 2004). The Brown decision was made regarding race, but the implications of the decision extended to all targeted minorities including individuals with disabilities. Following the Brown decision, funding for special education programs intended to provide education opportunities for individuals with disabilities came into existence (Smith, 2004). Despite this effort, though, special education programs remained optional for school districts, and many districts lacked any incentive to participate. Thus, while Brown did start the conversation about education for individuals with disabilities, a long journey towards access and inclusion remained.
