In 1924, the South Africa Party (SAP) was swept from power and replaced by a coalition government led by the pro-Afrikaner National Party (NP) under JBM Hertzog.

Hertzog's approach to segregation, embodied in his "civilized labour" policy, was more strident and ambitious than that of his predecessors.
