Robert W. Kastenmeier introduced this piece of legislation to the House of Representatives. Robert was born January 24, 1924, Beaver Dam, Wisconsin, died March 20, 2015 (aged 91) Arlington, Virginia. Robert was in office, January 3, 1959 - January 3, 1991. He represented Wisconsin, 2nd district and was a member of the Democratic Party.
This law was made to prevent unauthorized government access to private electronic communications. Its main goal was to protect the people's privacy against the government, no tracing, recording, tapping, etc.. The committee that considered it was the Judiciary.
