The Newburgh Conspiracy was a group of troops who were planning a military coup on the Continental Congress because the soldiers were not getting paid. Washington found out and gave a speech on his work with the army despite his old age. This guilted the conspirators and caused them to cease the coup.

Showed the need for federal money.
