Adopted by the Second Continental Congress as a final attempt to avoid war between Britain and the Colonies; asserted American loyalty to Britain and begged King George III to prevent further conflict; colonies formally declared to be in rebellion by Proclamation of Rebellion in August 1775; petition was rejected by Britain (even though King George refused to read it)
