COMECON, otherwise known as the Council for Mutual Economic Assistance, is founded by the USSR, congregating other founding members of Bulgaria, Czechoslovakia, Hungary, Poland, Romania and Albania. This was the reply to the Marshall Plan made by the Soviets, as it was an organisation facilitating the economic development of Eastern European states under the Soviet Bloc.
