After a hard-fought debate in the Congress,
President William Jefferson Clinton
signed welfare reform legislation
replacing welfare with new
work requirements breaking
the link between Medicaid
and welfare. The Health Insurance
Portability and Accountability Act of 1996
contained private health insurance reforms that
had been the subject of debate for years,
administrative simplification, a new Medicare
Integrity Program, and privacy provisions.
