Republicans take control of Congress for the first time in 40 years, and acted on the promises of devolution that they gave to Americans during their campaigns. However, they eventually used federal power to meet the preferences of their party, like fortifying penalties for federal criminals.

This shift in power to republicans gave the states much more power than they had for several decades. Giving up powers to states may have seemed counter-intuitive. However, since it was favored by their party, republican congressmen devolved many of their responsibilities and powers.
