After the Louisiana legislature shoots down most of his proposals, Long abruptly begins a bid for the US Senate, and wins. However, he refuses to stop being Governor, and leaves the seat vacant. Claiming that the bid was a referendum on his popularity with the people of Louisiana, Long returns to pushing his reforms with a new mandate.
