The declaration of Charter 77 was issued on January 1977, it was signed by 242 signations, appealed to the Prague government to respect the international and domestic commitments it undertook when it ratified the 1975 Helsinki Accords. In Helsinki, representative of thirty-five countries, including Czechoslovakia, had gathered to sign the Final Act of the Conference on Security and Cooperation in Europe, and in doing so committed their government to respect, "promote and encourage the the effective exercise of civil, political, economic, social, cultural, and other rights and freedoms all of which derive from the inherent dignity of the human person and are essential for his free and full development."
