Russian permanent representative to the United Nations Vitaly Churkin presented a photocopy of a letter signed by Victor Yanukovich on 1 March 2014 asking that Russian president Vladimir Putin use Russian armed forces to "restore the rule of law, peace, order, stability and protection of the population of Ukraine".
