In the late 1400's, many in Germany were suffering under an increasingly cold climate, failing crops, and starvation. As a result, Pope Innocent VIII blamed these problems on witches. On December 5, 1484, Innocent VIII issued Summis desiderantes affectibus, showing full approval for the persecution of "witches" and "magicians" in Germany. This papal bull acknowledged the existence of witches and magicians and urged inquisitors to do whatever was necessary to get rid of them.
