Though the Meech Lake Accord had failed, Prime Minister Mulroney did not give up his effort to amend the Constitution. He set up a "Citizen's Forum" to find what the public thought about the Constitution, and with that information introduced a list of possible amendments, known as the Charlottetown Accord. Unlike the Meech Lake Accord, it not only advocated for French rights and independence, but also Aboriginal self-government. As well, a reform to the Senate would be made so that it was an elected body with equal provincial representation. The accord was soon debated in a national referendum on October 26, 1992. Though Mulroney had stressed the new constitution as being necessary for the wellbeing of Canada, it was turned down, polls only coming in at 54.3% for "yes". The West had expressed their disapproval of Quebec receiving more power. Conversely, Quebec expressed their disapproval of the West receiving more representation in the new Senate, as it would eliminate their power. Another example of Anglophone-Francophone rivalry.
