This was an Israeli raid on an Egyptian army headquarters in the Gaza Strip. It was a retaliation for the killing of a cyclist by Palestinian militants (with links to Egyptian intelligence). 38 Egyptian soldiers were killed.

Egypt had not been trying to stop Fedayeen raids.
