The Compromise of 1850 allowed California to be a free state and the admission of New Mexico Territory and Utah Territory with slavery was left to be decided by the people in relation to Popular Sovereignty on Slavery. It consisted of five bills passed in the United States in September 1850. this helped lead to the civil war, because the compromise prevented any expansion of slavery, while strengthening the Fugitive Slave Act, a law which drove Northerners to return escaped slaves to the South.
