New Order for East Asia officially announced in November 1938.
Japan said that they wouldn't recognize Jiang Jieshis Chinese gov unless they accepted New Order demands:

- formal recognition of Manchukuo.
- establishment of neutral zones in Northern China and inner Mongolia.
- payment of reparations to Japan.
- Sino-Japanese cooperation in the areas of central China occupied by Japan at the time.

Jiang Jieshi refused so a substitute gov was set up in Nanjing by the Guonmindang (chinese nationalist party), a puppet regime led by Wang Jingwei a rival of Jiang Jieshi.

- It also stated that China had to open trade with Japan, and that they were to be their main trading partner.
