Scott Summers proposes the National Popular Vote Interstate Compact, based on the feedback from law professors and election reform advocates. While not abolishing the Electoral College, states who agree to do so would appoint their electors according to the winner of the popular vote. Summers begins a nation-wide campaign to convince states to agree.
