Thaddeus Ross is tasked by President Kelly to oversee a solution to the growing mutant threat, dubbed the Bio-Tech Force Enhancement Project. He is given a massive black budget line to fund diverse projects. He staffs a research group to identify work in progress that could be worth the investment, largely drawing on existing or proposed AIM projects.
