Baxter proposes the American Energy Independence Act in the face of the Oil Crisis, and in an attempt to give the US economy a jump-start. The bill intended to reduce the US reliance on OPEC, introducing stronger fuel economy standards, and investment in solar, wind, nuclear, and synthetic fuels. Additionally, public works programs to insulate homes, develop public transit, or retrofit and upgrade infrastructure.
