The United Nations establishes the Oil-for-Food Program (OFFP), easing sanctions put on Iraq and allowing them to trade their oil for humanitarian resources such as food and medicine.

Hussein will abuse the program, illicitting $1.7 billion from extra pricing and $10.9 billion in illegal trade.
