Severus I modifies the Edicts of Heuron, modifying the first half to make it so that it is much harder for cults to seek state approval. He also adds another clause known as Severus's Revision decreeing that The Church of The Black Madonna would be the official state faith of Heilig. This move alienates many occult and minority faith elements of the kingdom.
