Germany, France, and the UK all wanted a free market despite mixed views on social integration. Most of the EC budget went to farmers, so the UK was operating at a net loss, putting in more money than they were getting out. This led to Thatcher demanding a British rebate: a cheque given to the UK to compensate them for their losses. In return for the cheque, Thatcher agreed to help set up an internal government. In 1985, the Commission president, Jacques Delors fought for a single market, so Lord Cockfield wrote a white paper with 300 pieces of legislation that needed to be passed in order for all the NTBs to be eliminated. This was known as the Single European Act: a goal to pass these 300 regulations by the end of 1992.
The SEA also had institutional reforms. It established Qualified Majority Voting, the EP cooperation procedure, and new policy competences.
