2. the rest of the territory was returned to Ottoman control
3. The three Balkan states of Serbia, Montenegro, and Romania, until then nominally under Ottoman control, were recognized as independent.
4. Bosnia and Herzegovina were placed under Austrian protection - Austria could occupy but not annex them

Effect:
1. Russia had terminated the Tree Emperors' League
