Henry Kissinger, the President's Assistant for National Security Affairs, begins secret peace talks with North Vietnamese politician Le Duc Tho including 68 meetings between 1969 and the end of 1973. Kissinger is seen as a controversial figure as, while he wins a Nobel Peace Prize for his efforts in these negotiations, he is also accused of committing various war crimes and wiretapping numerous journalists and White House staffers. He is found to have sabotaged these very peace talks by leaking sensitive information to the South Vietnamese.

Kissinger's work orchestrating Operation: Menu, the secret bombings of Cambodia, was done without an official declaration of war. This leads to a vicious civil war between the Cambodian government and Pol Pot, a genocidal insurgent, and around 300,000 deaths. Additionally, Kissinger is found to have direct involvement with similar tragedies in other countries including East Timor, Chile, Argentina, and Bangladesh.
