effect: smuggling & bribing officials; widely ignored -> colonial resistance building up

British law that taxed molasses, sugar, and rum imported into the American colonies from non-British sources

1720: America was mostly trading w/ French colonies
- British then restricted trade between American and French colonies
- Hurt American economy and standard of living
- Smuggling
