First Jubilee celebrated, dated to Artaxerxes' 7th year, because Ezra's text mentions that in this year there was a tax exemption (Ezr 7:1,8,24) and a liberation of captives (Ezra 8:35). Jewish authorities agree that the count of Jubilees must have started in this year.

A Qumran manuscript in Hebrew (11Q13), dated around 100 BCE, explains the text of Daniel 9:26219:

He will proclaim to them the Jubilee, thereby releasing them from the debt of all their sins. He shall proclaim this decree in the 1st week of the jubilee period that follows 9 jubilee periods. Then the "Day of Atonement" shall follow after the 10th jubilee period, when he shall atone for all the Sons of Light, and the people who are predestined to Melchizedek (...) "The messengers" is the Anointed [Messiah] of the spirit, of whom Daniel spoke; "After the 62 weeks, an Anointed [Messiah] shall be cut off" (Dn 9:26). The "messenger who brings good news, who announces Salvation" is the one of whom it is written; "to proclaim the year of YHWH's favour, the day of the vengeance of our God; to comfort all who mourn" (Is 61:2).
