Under Persian custom, decrees of prior kings had a force of law that bound even future kings. The capital city of that city, Ecbatana (present-day Hamedan), was the summer residence of the Persian kings. In this place, a scroll was found with the instructions of King Cyrus [1st Decree]. After hearing of Cyrus’ edict, King Darius has no choice but to honor the prior king’s orders and permit the temple construction to continue.

Ezra 6:5 ‘Also let the gold and silver utensils of the house of God, which Nebuchadnezzar took from the temple in Jerusalem and brought to Babylon, be returned and brought to their places in the temple in Jerusalem; and you shall put them in the house of God.’
