Because France was at war with Britain and the U.S. was engaging in commerce with Britain, France began seizing US ships in a sort of undeclared war. When John Adams failed to diplomatically solve the situation, this led to the development of Talleyrand and the XYZ Affair, which created an outburst of US nationalist sentiments.
