Soviets sent help for the falling Kuomintang party. New leader Chiang Kai-shek took over. He began a military campaign and became stronger. Some members were unhappy and thought power was uneven. Soviet advisers were expelled and went against the left-wing in 1927. Troops who followed Chiang attacked the communist stronghold. Chiang set up a one-party system. Foreign exchange slowed the economic process, however, railroads and roads were built, a national bank was established, and education improved. There was still an oppressive land distribution and failed tax collection. In 1921, a small group created the Chinese Communist Party (CCP). When the CCP got stronger, it scared the National Party, Chiang’s troops ended the alliance.
