The Second Continental Congress was a convention of around 60 delegates from the 13 states in rebellion (though Georgian delegates did not begin attending until September 3). The Congress served as the unofficial government of the rebellious states, managing the war effort. They became the acting government once the states declared independence in 1776. Many members of the First Continental Congress attended, with the inclusion of Benjamin Franklin from Pennsylvania, John Hancock from Massachusetts, and Thomas Jefferson from Virginia. Congress signed treaties, established the Continental Army (June 14, 1775) with George Washington as its commander, issued paper money, and performed other roles of a government. Peyton Randolph and Charles Thomson were again chosen as the president and secretary, respectively (though the president of the Congress had very little authority). Congress was reorganized when the Articles of Confederation were adopted.
