A piece of legislation drafted by David Wilmot stating that if passed, the Proviso would have outlawed slavery in territory acquired by the United States as a result of Mexican-American war, which included most of the Southwest and extended all the way to California. It was never passed and it sparked serious conversations of succession from the south
