In 1956, a combined task force consisting of France, The United Kingdom, Colombia, and Vesperia invaded Hispaniola following a military coup. Additionally, the former Colombians within Hispaniola would establish the Republic of Santo Domingo. As most of the former military on both halves of the island had been purged in the late 40's, Hispaniola found great difficulty fighting off the coalition.
Under the terms of the Treaty of Ottawa, Colombian Haiti was reestablished under the new name of Santo Domingo. Additionally the former Republic of Haiti was divided in two; in the North was the Seond Kingdom of Haiti, a Vesperian dependency under personal union with the United Kingdom; In the south was the Third Republic of Haiti, a Colombian Client state.
The Treaty itself stated that the Northern Kingdom would remain under Vesperian authority for 50 years [until 2007], at which time a referendum would be held to determine the states future. The South on the other hand would become a Colombian Puppet as compensation for the crimes committed in Colombian Haiti for a total of twenty years, at which point the two would unite.
