Milwaukee was actively involved in the national efforts for civil rights; various groups existed in the city including CORE, MUSIC, and the Milwaukee Youth Council for the NAACP. A main issue of civil rights during the time that Father Groppi sought to address was the unfair housing rights for African Americans as their population increased but available housing was being reduced.
