In 70s BC, politicans and generals were constantly in war. Riots were common and usually politically inspired and their purpose was to restore the power of the tribunes.
Romans, such as the philosopher Cicero called upperclass ROmans to work together and make Rome more safe and enjoyable. Most Romans disagreed with Cicero's work. As Cicero pushed for a change, Julius Caesar became the most powerful of the 7 generals.
