The Cuban's continue their war of independence against new oppressors. The promise in the hearts of the people of Cuba was that the United States had joined their war as liberators, who were going to help them achieve independence, they felt betrayed.
Almost as soon as word reached the Island of the terms of the Treaty of Paris, the soldiers of Cuba turned their guns on the Americans and imprisoned thousands of Americans stationed in Cuba.
Additionally, the public opinion within all possessions of the American Empire was similar to that of the Cubans. They believed they were fighting and dying to free the Cuban people, not conquer them. A strong anti-war movement called the Cuban Liberation Party spread across the Southern United States.
In the 1904 Rio Grande Election, the CLP had won, they also won many state elections in Central America and the US the elections prior. By the end of 1906, most fighting in Cuba had ended with the US controlling the Western portion of the island and the east under rebel control. In 1907, Presidential candidate Abraham Schwarz promised an end to the war and was elected the following year.
Representatives from the United States and the from the Cuban Rebels met in Bogotá and signed the Treaty of Havana on December 16 1911. While the island of Cuba was extremely close to the United States, the public opinion of the US was sympathetic to their cause, which gave them a power standing in the negotiations.
The Treaty of Havana established Cuba as independent but under American suzerainty. Effectively establishing it as a United States protectorate. While not what either the United States nor Cuba wanted, they each accepted that they would get no better.
