Although Prescott was one of the most important towns in Northern Arizona in the mid 1800s, it was far away from the main population clusters in Phoenix and Tucson. Prescott also lacked railroad access, meaning it was only accessible by horse and stagecoach. Without railroad access, Prescott was extremely difficult to get to in the winter months with the harsh winter weather. In 1867, a bill was passed to move the capital of the Arizona Territory to Tucson, where it remained for 10 years.
