Papal Taxation and Trade Regulations: During the 18th century, Pope Pius VII enacted reforms that significantly impacted the grain market. In his Motu Proprio of 1801, he abolished previous edicts that had compelled farmers to sell their oil to public depots at prices below production costs. This change granted farmers the freedom to sell wheat and similar products anywhere within the Papal States, allowing them to negotiate prices. However, penalties were imposed for illegal trade outside the Papal State borders and for landowners with uncultivated land. These policies led to a substantial increase in olive cultivation, with 200,000 olive trees planted, driven by the liberalization of trade and pricing of domestic products
