字元凤，沛郡龙亢(今安徽怀远)人。生年不详，约卒于汉桓帝建和中，年四十一岁。早有才惠。桓帝初为议郎，入侍讲禁中。以直道牾左右，出为许令。病免官归，适遭母丧，不胜哀戚，未详而卒。麟所著有碑、诔、赞、说、书凡二十一篇。
