The INC decided Swaraj would be its goal. Gandhi called for the non-cooperation movement against the government. It was to be a non-violent movement. The movement included surrender of titles and resignation from government positions, non-payment of taxes, refusal by lawyers to attend courts, boycott of foreign goods, schools, colleges, and educational institutions, and refusal to join the military and take up government jobs. The movement spread across the length and breadth of the country. Thousands of people including women, workers, peasants and the middle class participated. Gandhi and the Ali brothers toured the country, giving speeches. Shops selling foreign goods were picketed. Spinning of Khadi became an act of self-reliance and boycott of foreign cloth.
