Soviet Foreign Office made proposals for German unity (w/ GB, F, & US) = provisional gov’t (w/ officials from both sides) & removing foreign troops
GDR = rigorously pursuing industrial output b/c of Five Year Plans; food & transport prices went up; farmers threatened w/ collectivization = economic stress on GDR

Spring ‘53:
Non-Communist politicians arrested
Vital human resources (professionals, skilled workers, etc.) fled to FRG via Berlin’s open frontier
‘51 (start) - ‘53 (Apr) = 447K fled, 17K of which were professionals
