In 1542, Pope Paul III took the decisive step to call a general council of Christendom to resolve religious differences created by the peasant revolt. It was not until March 1545 that a large group of the highest ranking members of cardinals, archbishops, bishops, abbots, and theologians were able to meet in the city of Trent. A variety of problems that continued to occur prevented the council from meeting regularly. Between 1545-1463, the council was able to meet a total of three times. Moderate Catholic reformers hoped to make compromises in formulating doctrinal definitions to would encourage Protestants to return to the church. However, there were many conservative that held a strong resentment for catholic doctrine in opposition to Protestant positions. The final doctrines decrees reaffirmed traditional Catholic teachings in opposition to Protestant beliefs. The concuil proclaimed Scripture and Tradition as equal authorities in religious matters; and only the Church could interpret scripture. Other decrees stated that both faith and good works are necessary for salvation, and one must uphold the seven sacraments. Along with other decrees, the most important was the establishment of seminaries in every diocese for the training of priests. The Roman Catholic Church now possessed a clear body of doctrine that unified their authority though the power of the popes.
