The All-Palestine Protectorate, also known as All-Palestine or the Gaza Protectorate, was a short-lived client state established in the Gaza Strip during the 1948 Arab–Israeli War. It was declared on September 22, 1948, in Gaza City under Egyptian control, with Hajj Amin al-Husseini as President and Ahmed Hilmi Pasha as Prime Minister. The government moved to Cairo in December 1948 and never returned, operating as a government-in-exile until it was dissolved in 1959.
The protectorate aimed to establish an independent Palestinian state but only controlled the Gaza Strip, while the West Bank was annexed by Jordan and Israel controlled the rest. The All-Palestine Government relied on Egypt for funding and on UNRWA for refugee relief. Despite issuing passports recognized by six Arab countries, Gaza residents could not move freely into Egypt. Egypt administered Gaza but did not claim or annex the territory.
The protectorate was dissolved in 1959, merging into the United Arab Republic and effectively making Gaza a military occupation area of Egypt. The All-Palestine Protectorate is debated as either an Egyptian puppet state or a genuine attempt at Palestinian independence. It claimed jurisdiction over all of former Mandatory Palestine but never extended beyond Gaza.
