During the 1930s the infant mortality rate among the Black population was very high. It was twice as high as the number of white people which shows the differences between black and white people caused by living conditions, money, etc. In 1936 Buck and Bubbles were the first Black people to appear on television which leads to a grown visibility of Black people, also in media. With the Fair Labor Standards Act in 1938 the national minimum wage of 40 cents per hour and a 44-hours-week were introduced. Additionally, the act helped to ban child labor which all led to improved conditions for black people. Hattie McDaniel was the first African American performer to win Oscar for Gone With the Wind in 1940. As a result, positive and negative developments for black people shaped the 1930s.
